I submitted my OCI + Renunciation Appl in person in SF on May 8. I was able to track my application on CKGS website using the OCIS___ number that I received.
It says "Your Application is under process at the Consulate" using the CKGS Track your application. For File No. I used the OCIS# I received after acceptance of application.
Note, since I had submitted in person, I had received the "Your application has been accepted by BLS International Services. Your application Reference ID is...." right-away on May 8. I had also received another email later on May 8, saying "Your application has been submitted at the Consulate General of India. We will notify you as soon as we receive the processed OCI card back from the Consulate General of India."
Note that my Renunciation Application which had a different tracking number does not show anything - record not found....
For those who submitted by Mail recently and did not receive an acceptance of application by BLS, things might work differently. I am guessing it will take some time for CKGS to "accept" the BLS application and for it to show up in their system. In my case since it was already at the Consulate, it was already out of BLS hands.
My case shows that the tracking on CKGS for applications submitted to BLS works (at least in the cases where application was accepted/forwarded). I had not tracked my BLS application until today and was not aware of the transition to CKGS until now, so I don't know at what stage the tracking on CKGS website started.
