visa for minor while application to change the status is pending with USCISfor parent

I am facing some problem regarding visa for my child. I applied for PIO but was rejected because of pending visa application.
I am thinking of applying for tourist/entry visa for my child. based on check list provided on cox and kings, they need visa status of parents as well. So I was wondering if our application would be rejected again?

If we can file for the visa the which one we should go for tourist or entry visa?
I would appreciate your help.
