  • Refund from BLS International

This was the e-mail I send to BLS International "We send two applications in one envelop for OCI card on April 21st 2014 at New York center of BLS International. On May 27, 2014 we got both applications back in one envelop without any letter or any reason. We attached two banker’s checks each of USD $ 282.70. along with our applications. The returned applications are without checks. Please guide us. & let us know what shall we do".
Got answer from BLS international - Greetings from BLS International Services US, my name is Simar and I

    Hi,

I also got a reply similar to yours from BLS, except that it is from Annie and she does not specify how long it will take them to issue the refund. I sent them another email addressed to her once again but with no response. This is really ridiculous. Can anyone advise us on how to proceed. Appreciate it!

How I got my refund from BLS

        Friends,
I'm very sorry for your plight. I applied in early May for a PIO card and had no update from BLS for 3 agonizing weeks either on their constantly changing website or by email or phone. I scoured the internet for info and saw some disturbing reports here about BLS. I was shocked to read that applications were being returned w/o the check. I thought maybe it was a one-off thing and I'd be alright. Sure enough, my application got returned minus the check! I saw people discussing using legal options to get their money back but I knew it was neither practical nor quick. Here's what I did.
I recognized the game BLS was playing. It also is counting on people making some noise initially, tiring out and resigning to their fate. I also found that it has been RETAINED for Indian passport services so I figured that the Indian Consulate still has some influence over them. This is a big fact, in fact HUGE. I next went to the Indian Consulate website and picked the appropriate email contacts (PIO, Media). I next composed a factual email to the Indian officials about my BLS situation and also included BLS. Complain freely about BLS, but remember, the Indian Consulate is your friend so never antagonize it. Keep the email short and crisp, be polite, use tact but no bad language. Remember that the Indian Consulate may not respond to you but it does its work in its own silent way. I got a very quick response for my email from somebody high up in BLS. The response was as canned as the one your received. Then began the delaying tactics. When did you apply, amount, bank, encashment date etc. etc. I had scanned everything into pdf files and provided everything. It dragged on for a couple of days. Finally another well-placed email to the same recipients indicating no progress was made. Within hours received an email from BLS that my refund was being mailed. I received a check in the mail a few days later, deposited it that night, waited till the money showed in my account and then thanked the Indian Consulate profusely for helping me out and also thanked BLS for resolving my case. Two weeks, tops, start to finish!
        Good luck.

          Still Nothing

I have done the same thing. I email BLS almost every day and once in a while they will respond saying I read your email carefully and was not able to find any information, and please provide bla bla bla... I have provided them with these details at least 10 times and every time once they receive that email they do not respond. I have cced the Indian embassy and even the MEA India on all these emails. But still nothing.
