US passport and PIO lost by BLS/CKGS

I had applied for PIO for my son through BLS in last week of April 2014. A week later I got a notification from BLS that they have submitted by application to Indian Consulate, New York. In May, switch was made from BLS to CKGS.
I have been following up since and I'm not getting a proper update from either CKGS or BLS. I had written several emails to [email protected] and in one email they responded stating that the passport & pio are ready for pickup. When I reached CKGS office at NYC, they were not able to trace the passport or pio. To make it even worse, they were not even bothered to trace it. They just told - "sorry, we don't have it".

What options do I have now?
Did anybody face a similar situation? Any guidance will be helpful.

Do you still have that email that says passport and PIO ready for pick up? If so, take that and goto the Consulate and let them verify.

Am told documents went from BLS to Consulate and then to CKGS.

BLS lost our US passport and OCI and it was really a hassle with BLS nor the Indian consulate responding. Am like 12+ hrs away so was not able to go-to the Consulate but if you can please go.

We have since then decided to re-apply for US passport and again OCI..so good luck and come back and let us know what you decide.

Hound the consulate until they can find it and send it to CKGS. They have it somewhere but obviously they are not trying hard enough.
