Its interesting that your wife's H4 renewal petition was not submitted with your application since that's what my company does. In my case (H1B and wife's H4), our stamped visa was expired, but we had I797 renewal notice (valid until 2016) which I sent along with stamped visa copy. The current status on my son's application is "submitted to Indian Embassy" and they confirmed that all documents are in place.

Before submitting application, I had called up CKGS and confirmed that valid & supporting visa documents (stamped H1B visa / I797 copy in your case and copy of renewal petition for your wife) are accepted and considered. I would recommend to call CKGS and email them describing specifics of your case to make sure you get correct response and guidance. You can also print email response from them and send it along with the application.

As far as alternatives are concerned, you can try entry visa but I think you need to submit same / similar set of documents as in PIO application.
