Tourist Visa vs PIO card for US born Minor Child

Hi All,

I have to travel to India in october with my US born Minor Child. Both me and my husband are Indian citizens.The consulate states that processing time for PIO card is around 6 weeks and that would be very close to my travel date, so i am planning to apply for tourist Visa. What is the difference between PIO and tourist Visa? Can i actually travel without either of them and request for VISA @ port of Entry in India?

Also, does anyone know if i can walk-in to the Indian consulate @ SFO without appointment?
