Who do I call at SF consulate for my OCI/passport matchup? Is the OCI card transferred first to CKGS before they do the matchup? Thanks.

Check their website. They must have a consul for OCI/PIO.
From what I understand, CKGS sends your passport to the consulate. The actual match up is done at the consulate. CKGS then collects it and sends it back to you.
