Need help in PIO card for minor

Hi,

I need to apply for PIO card for my 3 month daughter.The problem is my H1B visa is getting expired on Sep 30th, although extension has been filed with USCIS and its under process but it will take time. Now CKGS told me that parent's VISA status should be active to apply for PIO card otherwise Consulate will put the request on hold. Please suggest what option I have.

Which type of VISA should I apply. is it entry visa ?
