Surrender Certificate - Please Need Your Insights

Hello all
I am Canadian citizen living in us now. Need my surrender certificate, wanted to apply from Canada its cheaper there through BLS then CKGS here in US. My family is Canadian and we all want to apply together. now i need some clarification before I start procedure.
1] can I apply from US?
2] Will BLS send surrender certificate on US address?
3] can I apply as family for surrender certificate?
4] Do I have to pay return postal fee for all of us separately?
Any insights, advice are very much appreciated.

I understand that you have to apply to the embassy / consulate which has your current 'legal' address in its jurisdiction. By legal address it means where you (or if you are a dependent on someone - that person) has residential address by ownership or renting. Only exception is when you are travelling on short trip and have an emergency situation.
