Child is born in USA & should be able to do GOVT job in INDIA

Hi All

I have few questions . Please let me know best possible option.

Currently I m on H1 VISA and my wife on H4 VISA in USA.We are expecting child in Feb-2015.
I m not having any plan to stay long in USA. I will stay here for another 2 year max.

1) If child is born here in USA , What needs to be done so that he can get admission to Govt Institutes , Can do any Government Job if he is willing to do in INDIA.
In short I don't want to restrict his opportunities in INDIA. He should get all benefits which every indian citizen will have .
2) Will educational cost will be very high in INDIA if he born in USA and study in INDIA.
3) Should We have baby here in USA or in INDIA. Please suggest me best possible option here
4) Is is possible to have baby born in USA , have US passport and then once went to INDIA get INDIAN citizenship ASAP. OR we need to wait untill kid become 18 years old.
5) Please suggest me What is the best i can do here..

Apply for Indian passport now and then when child turns 18 renunciate US citizenship.

Once done above two Steps he will be treated as INDIAN Citizen.

This is an option but has compliacations, a simpler option would be to have the child in India(if possible).

I called consulate for this. They don't have info for this.

So i have question if baby delivered in USA and later at the age of 18 , can he give up US citizenship and get INDIAN citizenship?

Post that will he be eligible for all normal Indian citizen rights, like voting, admission to Got College, GOVT Job etc,

If you want your child to be able to do EVERYTHING an Indian citizen would be able to do, why do you want the child to be born in the US? Why not simply in India?
