Emigration Check Required and ECNR - Two Passports ?

Sir,
i have the Passport having the Emigration Check Required. Where as am Graduate and going on Work permit VISA.

Now, Authorities has Not Allowed me to Aboard due to ECR and informed that you required ECNR.

I Approach the Passport Kendra to obtain the ECNR whereas they are ready to give a New Passport.


My Query is ,, Shall i travel with New Passport(ECNR) with VISA in Old Passport(ECR). ??? What to do now ??

Most countries allow you to show two passport - one new and another with visa in cancelled / expired passport.
