PIO Card Holders are now eligible for lifetime extension ?

I wanna know that, I heard that there is a new law for the PIO Card Holders.
Now they are eligible for the lifetime visa ? Whats that about? If Yes then how can i get this for my Daughter ?
Where should i go to for this ?

I am from Vadodara(City), Gujarat (State).

Does PIO Card holder have to do any formality when they Visit the country - (Like Police station Visit for something or any other thing ) ?
