Visa to India while OCI and Indian Passport Renunciation Application Pending

Hi,

My wife is a US citizen. She has applied for her OCI application and Application for Renunciation of Indian passport. Both applications are still under process. We have the following questions:

1) If she does not get OCI and Renunciation certificate, can she still apply and get Indian visa?
2) Is she eligible to get visa?
3) Does it create any issues when she lands in India because she does not have renunciation certificate or any stamp on the passport regarding surrendering Indian passport?
