Do Father required to be in india to apply passport for his kid?

we (Me & My wife) having passports and Now I am staying at singapore and my wife at India with my kid(2 years).
Now we are planning to apply passport to my Kid (2 years). Do Father required to be in india for this? and please let us kow the indetail procedure to apply Indian passport to my kid?
