PIO Card has 4 pages

Dear Forum members,

I mailed the PIO application for my son to Chicago and received the PIO card within 3 weeks. The PIO card just has four pages in it. I was expecting it to have a lot more pages like a passport.
Is this the case with everyone that PIO card has just 4 pages? May be a trivial question but please let me know.
