Applying for renewal of passport for Minor

My Daughter's passport is expiring in one month & I want to apply for reissue. My query is , can it be done by post or I have to apply in person..? Has anyone done the minor's passport reissue successfully via mail in Chicago office..?

Following comments on BLS site is causing confusion

If applying for minor, both parents have to present themselves at the counter, if one of the parents is unable to come to the application center then an authority/consent letter should be given by the parent not appearing, authorizing the other parent to apply alone. This is in addition to the required affidavit and notarized Signatures on Pg. 3 of the application form.

But, it is highly unlikely that the reissue for minor can not be done thorough mail.. Not everyone can go & apply in person..

Hi,

Can someone please reply ? Someone must have been through this.. It is hard for me to believe that no one applied via post for Minor..

I dropped a mail to BLS help desk, but there is no reply.. They number is going as "Not in Use"..

Just to let everyone know, I applied passport renewal for my daughter by post & got the new passport within two week.. Overall the experience was great..

I do have the same issue. When i called BLS or searched the website, they mentioned that parents have be in person for the renewal. Can you please provide some details on how where you able to get this done over mail?
