OCI Family, number of documents to send?

    OCI Family, number of documents to send?

    Trying to submit OCI for my parents, curious though since it asks for 2 sets of copies for everything. Do i need to send 4? one set for each? The checklist, declaration, disclaimer forms etc?
    or can both sign each form?

    anyone else frustrated with the whole process? Things are really not clear on their website.
