Hi I have OCI already , I m going to renew my Irish passport and I m going to change my surname on my new passport . Will it be okay for you transfer the VISA on my new passport and how can I change my name on OCI and what's the procedure and how long will this take ?

What it sounds like you want is OCI change of particulars. This will allow you to get a new OCI sticker with your new name. The embassy/consulate will more than likely want an official name change document.
