I am in process of accepting US citizenship, which will take about 4 months, since I have to go through name change. However, I also have trip coming in next 5-6 months. I did not expect it before applying for US citizenship. Which also means, I do not have enough time to apply for Entry Visa or OCI. Now, I understand that both Entry Visa or OCI requires renouncing Indian citizenship and obtaining a certificate. But if I go straight to India on US passport without renouncing Indian citizenship, then Can I still qualify for Tourist Visa on arrival at the airport ? Are there any penalties ? Will authorities/immigration ask for Indian passport or renouncing India citizenship certificate ?

There is no penalty unless you try to use your Indian passport for travel after getting US Citizenship. The Visa on arrival is a misleading term.
