Can I apply OCI card in Houston for US Citizen living in India

We are Indian citizens and our son is 2 years old, a PIO card holder and a US Citizen. PIO card was originally issued by Indian consulate, Houston. We live in India and our son is also currently studying in India. We applied for PIO card to OCI card conversion in FRRO office in Chennai in May 2015. We were told by immigration authorities it will cost 15,000 Indian Rupees and was advised to apply at location (Houston) where PIO card was issued originally (For no cost to convert PIO card to OCI card). When I asked the authority if we can apply OCI card in Indian consulate Houston while living in India she was not sure and asked me to check in the internet. Kindly advice.
