applying OCI for my wife who is german citizen

HI all,

my wife is looking to apply for a OCI card (we hear PIO is discontinued).
I am an Indian citizen living in Germany (nri) and my wife would like to apply for OCI. we have been married for 10 months now.

1) When will my wife be eligible to apply for OCI (1 year, 2?)
2) When I have kids will they be eligible to apply for OCI?
3) If my wife and kids are granted OCI, how long is the OCI valid for?
4) What right does the holder of an OCI card have?
