Can I get back my PIO card while OCI in under process status?

Hi Friends,

Pls help me if you have any one faced same issue, I have applied my 'OCI in lieu of PIO' last two months back in SFO centre, looks like I cannot get it OCI before end of July.
Now I have situation have to travel to India for urgent work, In the mean while If I submit 'passport withdrawal form' - Can I get back my PIO card? If there is any options available? I checked with ckgs, they have told each time different answer saying I can get back PIO while in process of OCI or I cant get PIO. any how I applied withdrawal form already 10 days before. Still there is no answer.

Is any one have same exp, kindly share asap your exp if any, or visa only still be possible(I have to pay again for this new visa even I had PIO) ;-(
