Can I study a diploma course after UG in singapore?

I'm from Puducherry. I want to study Industrial Design which is a one year diploma course at FZD school of Design, Singapore. But the problem, some said I can't study diploma after studying UG. Actually I didn't complete my engineering degree properly. And I'll get my visa denied. I also want to know about any paid consultancies who can help me with my application process because I'm not good in those process.
//I studied engineering on compulsion. Now I want to pursue my career.
