IS OCI mandatory

Hi
I will be traveling with my 18month old daughter to India in 30th sep 2015.
She has a pio card and I wanted to check if

1.she can get an entry into India with her PIO card after sep 30th
2. Do I have to convert into OCI card .
3. if I have to convert then by the the time frame we have she won’t get it by the travel date so what should we do.
