Where to get notarization of documents to submit for Passport renewal in USA???

I need to renew my Indian passport as I'm currently in my 9th year and I've to visit the Atlanta office.I need clarification for few things

1. Notarized forms - Where should I get it notarized in USA??? If someone could please let me the agencies which do that?? Or is it possible to take along the originals and notarized it them there...

2.Photography requirement -It is not mentioned in the form

3.I had my college address when I first applied for passport and now I want to change my permanent address. What should I take as proof for change of address? I've my ration card and Election card photocopy but they are not notarized..Will there be a police verification before they issue my new passport...How long will it take?

4.Atlanta is 5 hrs journey for me and I dont want to send via post as I dont want my passport to be away from me.If I appear in office for a walkin interview.Will I be able to take my passport back after verification or should I still submit them and wait for it through post?

Mostly the bank braches has notary on staff. Some other places like check cashing etc also have notary. Just do Google search.
