Minor passport Renewal During H4 extension in progress (i-94 expired) - Washington

I want to apply for passport renewal for my daughter while her H4 (and H1) is applied for extension (i-94 expired in Aug 2015).
For me jurisdiction in Washington consulate. So I wanted to know if I can apply on mail or goto consulate for getting letter as out of status.
There is mix response from BLS helpline. Some agent say I need to got consulate, get letter and then apply while other say I can send on mail with
out of status affidavit.

Please let me know my options.
