I am in a bit of a pickle here. I am in the process of "OCI in lieu of PIO" application and submitted all the required documents (at least, so I thought) to CKGS. They put my application on hold, because they claim that the "proof of address" I submitted is unacceptable. Here is the situation.
1. I moved recently and haven't updated my CA driver's license - it's still in the old address
2. Gas and Electricity are under my wife's name
3. Cable television under my name
4. Lease in both our names
5. Water bill in my wife's name
6. Bank account is joint in both our name.
I sent all of the above in response to the incomplete documentation notice I got from CKGS (originally I only sent the lease - later I realized that the lease is not good for SF jurisdiction obviously as a proof of address.)
However, I still got a response that "proof of address" is not acceptable. It seems that Utility Bill has to ONLY for Water, Gas, Electricity (cable TV is not considered a utility) and it HAS to be in the applicant's name. Not spouse' name. Normally you don't setup utility accounts in both names.
I called CKGS and talked to the call center agent and explained and pleaded my case. Butd according to them they are not going to accept my application unless I can submit one of the above in MY NAME. I can call the PG&E and add my name to bill but will take a few days. I can also go to the DMV and apply for DL with the new address and send the print out (the person I spoke said that will not be accepted either) and it might take up to three weeks for the new DL to arrive. But the CKGS tells me that they can keep my application in pending status only for 15 days and no longer. After that they say it is considered abandoned. It's beginning to look like the only option I have is to wait until I can obtain one of the above documents that they will accept and reapply from scratch. This is very frustrating.
And it seems there is no appeal process here. I understand that rules are rules. But it seems to me, that any willing to help the customer is completely absent through out this interaction. I know my problem is minor and I have read some stories here that are lot more gruesome. But can any of you can share any advice how I can deal with this?
