Passport redirected to New York location

My Passport renewal package has been refused (Im not sure why they refused to accept) to accept by Washington DC BLS international on 18thAPR. By UPS tracking, I see that was redirect to New York BLS International office. BLS international helpline is not at all helpful to answer my questions why they refused to accept, and what will be the status of my passport renewal.

Have any one had same situation before. Im bit worried because of this transition, they might misplace my passport.

please kindly reply if some one had or heard of such situations.

But website says postal application dated before 22APR2016 are accepted. my application reached them on 18th.
