indian Passport Expired on H4

We live near SanFransisco. We realized that my wife's passport and I94 are expired two days ago. She is on H4 Visa which lasts till nov 5 2016. What is the procedure to renew the indian passport under tatkal scheme. How much grace period she would have to stay in the US. What is the best possible thing that can be done here. Any help appreiciated.
