Applying OCI card from India for US citizen

HI,
My Baby was borne in USA and travelled to India with visitor visa, and now he needs to get the OCI card. but while submitting the documents his US birth certificate
needs to apostille, but what I found from the US consulate website that they dont do apostille on any documents in the US consulate.PLs confirm my understanding and In this scenario what I need to do? As we have moved from USA to india.

you can't apply OCI for u.s born applicant who is holding tourists visa due to jurisdiction.
