My wife is a US citizen with a valid OCI card. She owns some property in India and it seems that she is required to have a PAN card.
It appears that she can apply for this online as noted here on this website

According to the instructions refered to at this link, after she fills in the online application and pays the relevant fee via a credit card gateway, she is just supposed to mail the autogenerated application with copies of the supporting documentation to one of the various PAN processing centers in India.
However the San Francisco consulate has a web page:
which asserts that the application must be attested by the consulate and requires that various supporting documentation must be submitted beforehand to them by the applicant: (1) PAN application with proof of payment,(2) miscellaneous service application (with no information on what this is or how to obtain it), (3) original passport, (4) driver's license, (5) money order/cashier's check for $80. Moreover they want everything apostilled???!!!
No further instructions seem to be provided. Is this supposed to be preprocessed by CKGS or sent directly to the consulate?
Moreover the corresponding web page at New York consulate (which is the jurisdiction for our address):
has no such information, only links to the Income Tax Department of the Government of India.
Google has ads for various commercial services which are supposed to expedite the PAN application process for US residents. However at least some of these services have numerous complaints accusing them of being scam artists.
Has any OCI/NRI in these forums successfully applied for a PAN card from the US?
