OCI is Mandatory even if PIO Card is there? Please confirm.

Dear All,

Please let me know whether OCI is Mandatory even if the PIO card is there. We got our PIO card for our US citizen son on 2014 and now settled in Germany. We (me and my spouse) are holding Indian Passport. As per the OCI Card regulation, one parent need not to be holding Indian passport. Please let me know the following if any one is having any details.
1. OCI Mandatory for PIO Card holders?
2. Any Timeline to get the OCI Card done?
3. What are the Implication if we have PIO Card only and don't apply for OCI Card.

Not mandatory to PIO card holders to replace by OCI card. and any time you can apply for OCI, at this time, the OCI in lieu of PIO is free consulate charges, only the service charge by outsourcing company
