In US-Passport renewal - Add spouse name & Add new indian address without notarized

Hi There,

Actually, I am in US on H1B VISA. My wife is in India, still.

In this situation, my passport is going to expire by July-2017. I want to renew my passport.
Plus, I want to do the below two extra things.

1. I want to add my spouse name.
2. I want to change my Indian address.

For the above, I understand that i need to submit the marriage certificate, copies of wife's first & last page of passport & Indian address proof. (Voter ID and aadhar ID),

I have the soft copies of the above proofs but unfortunately, I do not have the original ones to get it notarized.

Will the Indian mission at Washington can accept these proofs without notarized by considering my situation ?
