OCI for US Spouse!! Please Help

I am an Indian Citizen and my wife is American. Last month she applied for OCI based on marriage to me and we sent the following enlosures

1.my wife's us passport copy
2.my Indian passport copy
3.my wife birth certificate
4.our Marriage cerificate

But our application returned back today from Indian Consulate chicago asked the applicant to furnish
Indian Passport copy or Indian Birth Certificate or Parents Passport Copy

But when she is US citizen how come she can funish the above requirements
I am missing anything??

Please help, how she can get OCI??
or she eligible for OCI or PIO??

She is not eligible for OCI, but she is eligible for PIO. That's the reason they denied her application.
