Can I reissue my passport which expires in 2019 if I have a change in name?

Got my passport in 2009. It expires in July 2019.

However, I am in the process of legally changing my name so I was confirming if I could re-issue my passport due to the name change despite my current passport not expiring for another 20 months?

Note: I mean getting a new passport which also expires in July 2019.

If you have an american passport, you can renew it any time. For example, you can get your passport today and apply for renewal tomorrow even though it would be quite absurd to do so. US passports are valid for up to 10 years from the date of issue. When you renew a passport that's not yet expired, you lose the remaining time in your current passport.
