Apply for Visa

Hello, I currently have a PIO card and I am not interested in converting my PIO to OCI. As the PIO card expires on December 31st, Can i apply for multiple entry visa? Is the Visa process different if i have a PIO card?

Current PIO wont expire on Dec 31st.. Only conversion fee is FREE till Dec 31st. Current PIO is still valid lifelong however if its handwritten then it technically expires by Oct 2018 (immigration wont accept handwritten PIOs beyond Oct 2018).
