To contact Consulate at Houston

Is anybody trying to contact the Indian consulate at Houston ? I have been trying to find out the status of my PIO card and just cannot get to anyone.
I tried all their phone numbers - All of them are busy...ALL DAY !
I sent an email few days ago - no reply.
I sent a fax out of desperation - no response.

Does anybody have any advice ?

Same thing, I have been trying for almost a week now.
Anybody pls post there timelines for getting the pio card.
