I went to the CKGS office in Houston to personally submit the application for OCI in lieu of PIO for my son. There I learnt about the following updates:
PIO cards of any kind ( issued whenever- handwritten /machine readable) will not be valid for travel after Sept 30,2018. So, either visa or OCI.
Secondly, due to some technical upgrades on Govt of India website, OCI cards ( new or reissue or in lieu of PIO) processing is expected to take longer, they did not specify how much longer.
