Residential Visa a must for OCI?

Hey ,
Recently I applied and got my foreign passport(with plans of going abroad,but kinda changed now) ,and have applied for a residential Visa.I have been living in India all my Life( was brought to India soon after I was Born ).Now I have filled the online form for OCI ,but waiting for the Residential Visa.Should i send the application Form B or wait Untill the Visa appears.
Anyone please do advice.
