OCI and Domestic Adoption in India

Can a US citizen with OCI eligible for adopting a child from India, based on in-country (domestic) adoption?

If the answer is NO, can you please suggest how do we go about with domestic adoption, preferably.

I would also like more information on the topic.
I am coming close to apply for US citizenship, and I don't want to loose the benefits of indian-citizenship
while applying for adoption, and I am not sure how I should schedule the application, so that the adoption process
would be smooth.
