Notarzing copied documents - PIO card application

I applied for my 15 month old son for his PIO card and inclosed original US passport along with the mail. I enclosed only a single copy of the PIO card application form. Its been 3 weeks and Iam still waiting for his PIO card to arrive.

I have enclosed all other mentioned documents but did not notarize the photocopies. will there be any problem. Why is it delaying for so long.

I have already bought my flight tickets to India for November and Iam still waiting for my son's passport.

Any ofyour experiences will help me clear my mind.
