Regarding ECR

Hi,

I am working in Singapore as Software engineer and my home is in Delhi. I am planning to bring my wife and my daughter here. My wife passport as ECR stamp... while my daughter which is only 5 months old don't have a stamp at all...

I need to know if they will be needing emigration clearance for Singapore or not?

Please reply ASAP as i am planning to visit India this weekend...
