OCI vs PIO

in the above link the 5 th piont states that
foreign born children of both indian parents are eligible for PIO but not eligible for OCI.....what does this mean?? can anyone explain ???? thanks in advance

exactly what you said. If both parents hole Indian passport the n the child can get only PIO card not OCI.
