PIO photo size in Washington DC office?

Hi guys,
I want to apply PIO for my baby.
Which size of photos I need for my baby? : 2 x 2 (inches) or 35mm x 35mm.

Application form guideline doesn't say anything about this!
I know I need 4 identical photographs as per application guideline, But Immihelp.com says 5 photographs?

Can anyone have answer for this both question?

1. Size 2" x 2"
2. We wrote 5 because some consulates ask for 4 but others for 5. Therefore, we wrote 5 to generalize.
