Duplicate passport for damaged passport

1. Will they give back the old damaged passport as it has US Visa?
2. Embassy DC website says it will take 4-7 days. immihelp shows 3 months.
3. My mother does not have Ration card, pan card, birth certificate,etc.

Any idea from experience?

Got the duplicate passport for my mother. Below r more details...

3 trips to DC embassy and picked up 1 week after 3rd trip

1. Had to get PAN card from India (the counsular officer wanted an ID card from India to speedup the process.)
2. Documents from SON (myself)...notarized copies of my ID, passport with visa, bills, notarized letter stating that my mother is with me.
3. Notarized application with regular 2x2 pics, notarized letter from her requesting passport, 4 affidavit letters.

Question:- Now she has old worn passport with visa and new passport. She will schedule time to go to Chennai consulate to transfer the visa to new one. Is there anything that needs to be taken care of? Her travel is through Qatar airlines. I just don't want to miss any thing?
