OCI Online form

Please can someone offer clarification on the following:

1) Does the OCI Online Registration Form needs to be completed in one go or can one save and come back to the form ?
i.e. can I fill the first page, save come back few days later and complete the rest.

2) For a family application, does the minor has to be under 18 at the time of application or at the time of receipt
