OCI Application

I sent the oci card application for me and my wife on aug 9, 2008 via certified mail i sent a fee of $20 with self addressed stamped envelope.
i also sent a fee of $550 for me and my wife but until now no reply and i don't know what happened to my money order. when i sent the e-mail last time, you keep sending a reply of "on your own risk" it is very unfair. please reply something.
my money is jeopardy.
