how soon can we renew indian passport

Hello All

It will be gr8, if you can answer this question for me.

My passport was issued under tatkaal scheme and its valid until May 2010 .

My question is can I renew my passport now or is it somethg like the passport can be renewed only 6 months or an year before expiry.

Also Since I live in IL , I have to send the passport to chicago for renewal .Will they do it in this case ?
