I am in the process of applying PIO for 3 of our family members. Can I make 1 money order for all 3 applications + $20 for express mailing charge?

I saw nothing on the site indicating you can't do it, but since processing time (and thus delivery of the card) may vary for each application, I'd suggest playing it safe and do separate money orders. It sorta sucks, but that's my vote. All things considered, the extra $42 (2 additional courier charges + 2 money orders) is worth it in my view -- after all, 3 PIO apps are about $1k anyway.
Of course, if you or a friend are in a position to go to the consulate and ask, so much the better. I'd suggest calling, but if the NY consulate is anything like Houston (where I got my card) they don't answer emails or the telephone.
