    HI, I am in Texas and will be soon getting my newborn's PIO after I get her Passport. Just preparing in advance.

    I keep moving residences within city, but do have a permanent mailing address. I have a Californian License and My wife has a TX state issued ID with that permanent Austin mailing address. Now Would I be required to provide proof of residence, since the birth certificate that I will provide will say that the baby is born in Austin, TX to confirm the jurisdiction for applying. I do have rent receipts for all the places that I have stayed in the city, as I read somewhere on the consulate's site that for non US passport holders residence proof of more than a year is required. I believe that may applicable to the applicant. I don't have any utility bill or state issued ID or license.

    Pla advise.

    Well, you can get a Texas license by just turning in your California license, as I did last year.

    Alternately, you might submit the paperwork with your wife's ID and documents and include a letter why you don't have any utility bills.

      thanks for the reply. Thats what I will do, I wanted to change my license as well, but I know by the time I will get my Texas license,.. My application might be with the Consulate for processing. Texas DOT are taking 6 weeks now for license. Also, the only thing I don't understand is why would they need to see residence proof for 1 year just to ascertain the jurisdiction. I find that useless. If a person has just moved to Texas, he will be applying through Houston and not through any other consulate as he would not be resident of that area.

        You're right, I don't get the one year requirement. I had moved to Texas only three months before applying for PIO, but I had all the utilities copies etc.
